Economics and History instructor Thomas Giblin has co-authored (with a fellow Irish economist - Professor Alan Matthews) an article, "Policy Coherence for Development: Issues in Agriculture" in a book produced by the Organization for Economic Cooperation and Development (OECD) entitled "Trade, Agriculture and Development: Policies Working Together." The volume addresses issues identified by representatives from both developed and developing countries regarding the connections between agricultural policies and development objectives. The article examines the likely impact of the World Trade Organization-organized-Doha world trade talks on Sub-Saharan African countries through a simulation model that uses trade data. It also proposes a coherent set of polices that would need to be implemented to enable these countries to gain the most from greater access to developed-country markets for agricultural goods. The OECD comprises of 30 member countries committed to democratic government and the market economy (including the US) and generates publications and statistics covering economic and social issues including trade, education, development, and science and innovation.
This article forms part of a wider research project funded by the Irish Government Overseas Aid Department that examines the coherence between developed country policies on trade and agricultural development/poverty reduction in the world's least developed countries. Mr. Giblin is currently working on another article developing policy recommendations for the Irish Government in this area.
